Kotkas, Toomas

I work as Professor of Public Law at the University of Helsinki. My research focuses on social security and welfare law.

My approach is both socio-legal/historical as well as legal dogmatic. I mainly teach administrative and administrative procedural law on both graduate and post-graduate level. I have also work three years as judge at the Supreme Administrative Court of Finland.
