He completed his PhD in political sociology at Lancaster University in the 1990s, where he worked under the supervision of Bob Jessop. He taught at Lancaster for a few years before returning to Canada where he worked as a sessional lecturer in the Department of Law at Carleton University. Having competed his PhD in 1999 he secured a tenure track position at Carleton where he has been teaching since. He has taught a wide range of courses over the years, but his teaching and research interests have focused principally on international law and geopolitics, the law of armed conflict, human rights, and legal aspects of identity politics, especially in relation to nation, race and ethnicity
